The proposed frame-<br>work is inspired by the Conditional Variational AutoEncoder (CVAE)<br>which is a well-known deep generative structure. In generative<br>models, there are efficient regularizers for controlling the output<br>distributions using information from input data which lead to accu-<br>rate and visually plausible results with few parameters. Additionally,<br>we propose to use an image quality assessment network to deter-<br>mine the best result among those obtained by the implemented<br>CVAEs. The proposed CVAE structure models the histogram vec-<br>tors of different color channels and parameters of image data (i.e.,<br>the networks do not work directly on pixel values). This configu-<br>ration makes the proposed framework capable of using images of<br>different sizes. The aim with this case study was to evaluate the performance and viability of the Tunjang Telecentre, and from identified scarcities and challenges suggest on how the telecentre can be improved to be of value for the Tunjang community. For this purpose an evaluation model proposed by Harris (2001) was used. The findings positively indicate on that individual characteristics, structural conditions and community characteristics endorse positive outcomes of the telecentre. The main scarcities could be found in telecentre and information characteristics, in substance considering scarce partnerships and networking, lack of skills for telecentre maintenance and operation, and lack of relevant and meaningful content.
