Access to Healthcare is significant especially to elderly people who are living independently. An Internet-based tele-healthcare system can decrease costs both in time and travel as for example, elderly people don't need to travel to the hospital for routine physical examinations. This research uses state-and-transition graph analysis to plan and design a tele-healthcare system. The state-and-transition graph makes the healthcare process clearer and ensures that correct care interventions are made at the right time. With the tele-healthcare system, elderly people can do physical examinations at home. The examination data are sent to the tele-healthcare server via the Internet and are analyzed and categorized into four alarm levels. The system then arranges correspondent care actions automatically. The system has been used by Care Centre of Elderly People in Taiwan.
